Files on welfare-to-work clients found in dumpster

After someone found files containing personal information on welfare-to-work clients (including names, addresses, SSNs) in a dumpster, the San Joaquin County Office of Education in California is investigating. Apparently they were left in a car sold by a former department employee who didn't care enough to collect them when informed by the buyer that a box of stuff was left in the car.
